The Global Quality and Standards Programme (GQSP) is a large-scale programme to encourage systematic trade development along specific value chains by strengthening quality infrastructure institutions and service providers, enhancing the compliance capacity of private sector actors, particularly small-medium enterprises (SMEs), and creating a culture of quality among all stakeholders. GQSP works in 11 countries, including Indonesia, supporting 14 value chains on five continents worldwide. GQSP Indonesia in cooperation with the Ministry of Marine Affairs and Fishery (MMAF) and the National Standardization Agency (BSN) supports a series of selected aquaculture value chains, which are shrimps, seaweed, pangasius, Clarias catfish, and milkfish. The programme was launched in July 2019 and is an extension of the previous programme – SMART-Fish Indonesia (2014-2019). GQSP Indonesia now has partners in the private sector in 21 districts and 9 provinces across Indonesia. GQSP is funded by the Swiss Confederation, through the Swiss State Secretariat for Economic Affairs (SECO) and implemented by the United Nations Industrial Development Organization.
Developing global solutions for common challenges through knowledge creation and dissemination. At global level, the main objective of the programme will be to generate and disseminate knowledge from research and past endeavours, which can be used to tackle quality and standards related challenges worldwide. This knowledge will be globally disseminated through the Trade, Investment and Innovation Knowledge Hub, an interactive online platform which provides news, information and training to a broad range of stakeholders. The benefits of this initiative will exceed the GQSP framework and serve as a useful global public good for future quality and standards related technical assistance.
Holistic, yet tailor-made interventions aligned to the country’s need and priorities. With production lines spanning over more than one country, global value chains have become increasingly important for trade. On the one hand, quality requirements pose obstacles to producers from developing countries to enter and participate in global value chains. On the other hand, capacity to prove compliance can also result in more trading opportunities and lead to integration into the global market. For better integration into value chains, GQSP focuses on providing targeted assistance to strengthen quality infrastructure services along specific value chains. The UNIDO approach in quality infrastructure development along specific value chains is unique and systemic and comprises governance, institutions, service providers, enterprises and consumers.
Targeted support for enhanced compliance and quality along specific value chains for highest impact. Interventions at the country level will focus on specific value chains to provide targeted technical support to overcome compliance challenges and facilitate market access for particular products.
The overall objective of the programme is to strengthen the quality and standards compliance capacity of small and medium enterprises (SMEs) to improve market access to both domestic and international market. The programme supports the country to align the demand-for and supply-of quality services required to prove and verify the quality of products, through the following three areas of intervention
GQSP Indonesia supports MMAF and BSN in strengthening the country’s National Quality Infrastructures (NQI) in the fishery by harmonizing and streamlining its Quality and Safety Assurance System, supporting the National Quality Policy development, aligning standards & certification process in Indonesia with international standards, rolling out the Indonesia Good Aquaculture Practices (IndoGAP), and establishing accredited Reference Material Producers (RMPs) for microbiology
GQSP Indonesia assists the selected aquaculture value chains’ producers (SMEs) to comply with international standards and technical regulations by developing, disseminating and up-scaling various Standard Operating Procedures (SOPs). The project aims to improve productivity and harvest quality, hence to increase the competitiveness of the selected value chains, whilst maintaining environmental quality and improving their sustainability
GQSP Indonesia is creating a culture-of-quality among all stakeholders by doing advocacy, up-scaling of knowledge dissemination, advice for informed policy decisions on standards compliance and support for policy development as well as advocating public-private dialogue and cooperation
